Renewal Areas within Merthyr Tydfil

Merthyr Tydfil CBC has declared three renewal areas within the County Borough since 2001. The service responsible for renewal areas is The Housing Renewal Team, which forms part of the Public Protection & Housing Service of the Council.

Aberfan  & Merthyr Vale Renewal Area (2001 – 2011)

The first renewal area in Merthyr Tydfil was declared in 2001 for a 10 year period, the Council was able to apply for (and subsequently received) £11.8 million of Welsh Government Grant to carry out a considerable amount of works in the ward. The Welsh Government grant helped to lever in over £40 million of inward investment over the 10 year period. During the life of the renewal area more than 349 private homes received grant assistance and over 50 environmental improvement schemes were completed.

Dowlais Renewal Area (2003 – 2013)

When declared in 2003, Dowlais was the largest renewal area in Wales with over 3,200 properties included within its boundary. Over the 10 year life of this renewal area, the Council received £6.8 million in Welsh Government grants, which it ploughed into improving local homes and increasing the number and quality of local facilities. The money awarded by Welsh Government, allowed the Council to lever in an additional £17 million of funding from a variety of other sources. During the 10 year renewal area programme: 400 homes were improved and over 75 environmental improvement schemes were completed, including  the creation of public car parks, safe routes to schools, landscaping and highway improvements.

Bedlinog & Trelewis Renewal Area (2011 – 2017+)

Due to significant annual reductions in funding levels from Welsh Government since 2010 in  support of renewal areas, the Council decided to declare Bedlinog & Trelewis as a renewal area for an initial period of 3 years, subsequently opting to extend this by a further 3 years, following further funding announcements.

As of 1st April 2014 the following projects have been delivered:

  • Home Front Schemes 1 – 8, along the High St, Bedlinog
  • Group Repair Scheme – to the Square Bedlinog
  • Re-profiling of the speed humps throughout Bedlinog and Trelewis
  • Over 15 environmental improvement schemes including: new car parks, provision of country paths, building improvements to community buildings etc...
  • ARBED 2 energy efficiency programme – where every property on the Shingrig Estate, Trelewis benefited from the opportunity to receive FREE external wall insulation and new render.
  • Over 70 Cosy Homes Grants to elderly households

Projects Proposed for 2014/15:

  • ARBED 2 continuation – complete the installation of mains gas to all properties in Garden Village, Trelewis, plus offer FREE heating system upgrades
  • Use Energy Company Obligation (ECO) funding, matched with Welsh Government funding and investment from Merthyr Valleys Homes – to provide external wall insulation and new render to all eligible properties in Cherry Tree Way and Maes Y Bedw
  • Continue with Home Front Scheme works, targeting the following streets initially:
    • Pleasant View, Bedlinog
    • Priscilla Tce, Trelewis
    • Continue our Cosy Homes Grant programme, offering home energy efficiency improvements to persons aged 65yrs + within the renewal area. We expect to deliver over 20 such grants again this year.

Moving Forward:

Throughout the remaining 3 year renewal area programme, the Housing Renewal Team shall continue to engage with local residents, community groups and elected members to identify local priorities and attempt to address them through our project interventions.
